Interim Charter-Appointed R2 Owner Assignment

Proposal​

During the Canon bootstrap period, assign PERSON-MURAT-YILDIZ as interim holder of charter_appointed_owner for R2 use-case, business-rule, invariant, ADR, domain and API records.

Boundaries​

  • R3/R4 and production/security/privacy/payment/legal decisions remain Human CEO gates.
  • Verifier, implementer and decision owner remain separate functions.
  • No self-verification.
  • No general merge authority is granted.
  • The assignment must be reviewed when a permanent organization role is appointed.
  • The role register is not changed until this record is effective.

Acceptance​
